Any place without zoning. Northeast Connecticut. Lots of places in western mass and norther Vermont and New Hampshire. Most places in Maine.

Look into the part of Tennessee between Nashville and Knoxville, and north of Knoxville towards Lexington, KY. It's south, but at a little higher elevation so it's cooler than some spots.

This meets two of three desires. Cochise County, se AZ. ru4 zoning. The only requirement is a county approved septic, with a four acre minimum. And you have six months to comply. Douglas has an airport, and it's close to Tuscon.

I bought my five acres for $3,200, owner financed at eight percent. My payments are $100/month. It's raw land on a gravel road and completely off grid.
