A general observation, which I hope won't turn into a political debate.
In my home state, NY, being a state legislator is a full time, paid position. And one which also pays a nice retirement pension, to boot. And as near as I can see - and I was a history and political science major in college and I pay attention to politics here - they do not do much of anything for most of the year, then pass a flurry of bills in the final couple of weeks of the legislative session before adjourning for the summer.
I understand there are some states in the west - I think Wyoming might be one of them, IIRC - where being a legislator is a part time job. The legislature meets for six or eight weeks, the part time legislators get paid like $10,000 and no pension, and for the rest of the year they have to go back and hold a REAL job.
If we HAVE to have politicians - and in a democracy, I guess we do - would that they were all like that. I'm sure they would do far less damage.
