I've had success using this.  http://www.doityourselfrv.com/homemade-rv-holding-tank-deodorizer/ .  May not control oder as well as the RV chems but does seem to clean the tank well.  I've lived in RV's for years and have never had an issue using off the shelf TP.  Just don't use it by the handful.
