FWIW, I think in general California's rules have been good for Detroit but yes, the EV thing in the 90's wasn't a shining example of that. *shrug*

I am looking forward to an electric VW bus that is also self-driving! The small town where I live, Ypsilanti Mi, is about be a big player in the self driving technology which makes me happy.
