If you have to be in the city on pavement maybe you could join a large chain health club that charges a low amount a month where you could exercise & shower,or just shower. Or you could use 2 small spray bottles,one to squirt down with and a wash cloth to wash with and follow up with clean ware in the second spray bottle. This would use less water. Or just bath with a small container of plain water,wash your face,neck,arms,chest & abdomen,legs and feet. Then if you want to add a little soap and clean the other areas and then rinse. No need to rinse where you didn't use soap. You can wash hair with just water too. This will use much less water as well. Store used water in a laundry soap bottle or other container until you can dump it in a public restroom. Carry a satchel it will fit in so you can dump it easily. Periodically drive to a campground and shower or a rural area you can shower in your van making sure you at not close by any waterways. You can also "shower" by using a cup & bucket method,leaning to one side with your hand/arm out and start by getting your head wet and allowing the water to run down your arm into the bucket. And there are many more at large service stations/truck stops along the highway.  These may be fee bearing services but if you wish to keep it legal.........or have some receipts to show LEO's when they inquire of your dumping practices.  You may even photo them with your Cell and save them to a Cloud should need them for
some reason.
 
I have a 20 litre gray water tank in the VW campervan. I sometimes drain into a bladder I carry for just this purpose and then carry the bladder to the disposal point. All neat and tidy and I have no problems disposing of the gray water into the sewage system, rather than a stormwater drain.

I treat any gray water stored for more than 8 hours in the same manner as black water. The 8 hours is an arbitrary figure but it does not take long for stored gray water to start to smell. Bad smells suggest nasty things happening. I clean/steralise the gray water containers with Sodium Percarbonate.
