I think a sense of common courtesy is required to keep the peace. Loud music/laughing is annoying to whoever is next door, SMOKING as well. Generally doing your own thing, and forcing everyone else to deal with it is rude, and lacks any self awareness, which usually speaks volumes about the person in question.

"Screw Rules" speaks much about a person.

our right to " life liberty and the pursuit of happiness" ends when it negatively impacts others.

that said if someone is set up camping and they got the generator out and sitting there smoking and someone else sets up right next to them, it is kind dumb and rude to push and and try and change the situation.

smae thing for those that make lots of noise, smoke or have what ever other toxic habit. dont come set up right nect to me and expect me to suffer from your actions.

it is a big desert, do your own thing with in reson and dont infringe your behaviors on others. if goes right back to what someone said of "dont be a jerk" unfortunatelly there are too many people that dont know or dont care what a jerk is so in big gatherings, whether it be the RTR or a city, they have to make rules

While rules are required, it is often the way people remind others or enforce them that piss folks off.

One thing for certain...
The person who raises their hand when they ask for security/management volunteers and says "pick me pick me" is the exact person you DON'T want in that role. Just like the cop you can tell got beat up a lot in high school, these people are like a cocked gun, looking for confrontation and most any excuse to go off. It is very difficult to figure out which is which in a short-term situation.

Groups often suffer from "cult syndrome" where their exalted leaders shall NOT be criticized, no matter what, no matter where, no matter when. (How DARE you speak poorly of our fearless messiah?)
There's a group who practice this dysfunction within CRVL. (Without question.)

Then again, just from the videos I saw, there is quite obviously a number of people who could be flown to planet Risa, handed a Horga'hn, participate in disease-free orgies with 30+ partners at once...and STILL focus in on a rule/custom/behavior they found offensive.

Is it not interesting how much time is being spent on such a tiny minority of negative experience?

Even Burning Man has rules. (A LOT more rules than RTR festivities, BTW.)

I hate when people litter fruit peels and try to say it is okay.

I highly suspect it has to do with the fact that you are sending an open flame off to parts unknown and just counting on luck to keep it from starting a forest fire.

That is why they are banned in the national forests near me.

We have forest fires started by smouldering cigarettes that aren't fully extinguished, or by a lump of glowing charcoal. The lit "puck" of a chinese lantern is way more on fire than either of those so can pose an actual danger.
