There is a federal RV requirement also. If you want to sleep on national beaches in your RV in approved areas. Besides four wheel drive. You have to have self contain gray water and black water reservoir. And a few other things.
 
yes the grey and black water tanks laws are coming. they have already started enforcing this regulation in certain areas and it's not just for rv's. regulation creep this is how it's done. highdesertranger
 
Could a bucket count as black water tank (luggable loo) ? Or do you have to buy a certified tank or something ? Who defines a tank? :p
 
It has to be originally manufactured and self contained. A bucket is not self contained. The ranger inspector who issues permits will not give you one to camp.
 
Some state will do an inspection, some will take your word for it. Everyone has to do their own research.

Could you post a web link to this info? I can’t find any fine print on the NPS.gov website. I am planning to spend the winter of 2016-2017 at Padre Island Texas.
 
I am sure a bucket is fine with one of those resealable lids. I have never been told it has to be certified. but I have been told that black and grey water must be contained. a port-a-potty is fine, so is an ammo can potty, and the add on tanks on wheels for rv's. the way it was explained to me just as long as it doesn't hit the ground. like I said this is just starting and depends on the area you are in, some areas say a cat hole is fine and you can dump your grey water on the ground. but I can see the end of that coming. highdesertranger
