1995 E350 turn signals & hazards not working

I'm trying to get this van in non-ticketable condition, and I need help with this. I have a bare surface knowledge of vehicles, so be gentle with me. 

The fuses look good, but the diagram is confusing when I put it with the other info I can find. The round piece is labeled as the signal flsher, but when I look up the part for a signal flasher, it directs me to a cube shaped 3-pronged piece that goes elsewhere. I have tried replacing the cube flasher piece and it didn't make any difference. The round section is empty in my fuse panel, but I can't find any pics of actual fuse panels to see what is supposed to go there just diagram drawings. Somebody with a similar vehicle, pls halp!

You may have to go to the Ford Dealer/Parts to get that. Yes, that is where the flasher typically goes, but I have not seen the round one like that either.
My first question would be why is it missing? The only reason I can think of for the previous owner to remove it might be it has a short in the turn signal circuit? Can you ask the previous owner why they took it out?
 
Thanks guys! The part is on order, and then I get to figure out how to tear apart the steering wheel column!
 
Common problem. Its the emergency flasher switch on top of the column.
Hit it with wd-40 or electrical contact cleaner whikle working it up and down. It usually gets dirt and dust build up. Compressed air will help too.
For some wierd reason everything is wired through that switch. It will not activate the flashers or turn signals if stuck, but stops them from working.
 
I had seen someone do the wd-40 thing, but idk if this one could even be cleaned out, it was so bad. 

However, I have the new one installed, and my hazards are now working, but the turn signals are not. I'm having a helluva time finding diagrams and info for this thing online, and basically trying to work off f350 info, since there seems to a plethora of that.

That's a rusty/dirty piece. Odd.??? Was the vehicle in a flood.?
I've never seen a turn switch rusty before (I've only pulled 3). It would make me think all the wiring is corroded too?

Looking at your first pic of the fuse block, you have some char by the rectangular steel (turn signal?) fuse. And the 20 looks cooked too. You may want to take a close look at all the fuses closely?
And the wiring throughout the vehicle.
 
that right there looks like flood damage. there is no way in h*ll that should look like that. highdesertranger
 
Nope, not rust. Just a LOT of fine dust buildup. The wagon was most recently used to haul firewood, and dust was in, behind, and under everything. I've put more time into cleaning the dust out than everything else combined.
 
Can anyone tell me if these vans have separate relays for hazards and turn signals?
 
do you mean the flasher? Rock Auto list one flasher for both. I think you need a service manual or see if you can find it online. when I had my shop we used All Data it covered everything I think for a individual user it's like 20 bucks a year. with that you get very good support for one vehicle. highdesertranger
 
If you go to an O'reilly's or other such place you can get a Chilton or Haynes book on the vehicle that will have all the wire diagrams you need for about $30. It is a very wise idea to have a book for your vehicle with you at all times. Also I have owned several Crown Victoria's and in them they have a box called an LCM (lighting command module) so if you can't find the flasher there may be one of those under the dash. Note if the fuse blows when the defroster is turned on it may be a sign that the A/C pump is going bad and you may have to unplug it till you can replace or bypass it. Good luck hope this helps.
