It was designed for the Indian market, but nomads would benefit from it, too.  I don't see it in Google Play yet but you can sign up to be notified when it is.

Netflix has always had the quality streaming option. To make the most of my limited data even in a S&B house I use the 0.3GB/hr standard def streaming which has been adequate for 25GB data limit per month
