A leaking cylinder head gasket lets air / exhaust from combustion chamber (high pressure) into the coolant.  

I have had success with Bars HG-1head gasket repair.  However, don't buy a vehicle with a leaking head gasket.  It could cost 2 or 3 kilobucks.
 
Bubbles indicate a blown head gasket, if your mechanic still has his old emissions meter putting the probe in the air at the radiator cap opening should read 0. If it does read the air in the cylinder is being pushed into the cooling system via a slight leak in the gasket or crack in the head.
