Catching rainwater

I bought a 55 gallon plastic drum altered the downspout let the rain wash the roof off diverted the stream and had a full barrel in 1 hour.

Google-ing this finds most of these laws against rain harvest are changing to permit capture and use. These laws originated because farmers built catchment ponds that prevented the run off flowing to water rights owned by others.

Do you think anyone would care about us collecting 5 gallons of rain?

Probably not, but government is all about the money. They would fine you and put you on probation just to collect the money.

I don't doubt that you are right. There are some places so out of touch with reality that they would try to repeal the Law of Gravity. But I was just wondering if you knew what the so-called rationale of such laws was? Just curious.
