I bought a 55 gallon plastic drum altered the downspout let the rain wash the roof off diverted the stream and had a full barrel in 1 hour.
 
Google-ing this finds most of these laws against rain harvest are changing to permit capture and use. These laws originated because farmers built catchment ponds that prevented the run off flowing to water rights owned by others.

Probably not, but government is all about the money. They would fine you and put you on probation just to collect the money.
