I sent the seller an email to get more details, but I haven't heard back.  

My younger brother is about to become homeless, and I'm trying to find him a van to sleep in so he doesn't have to live in the Honda Civic I gave him.  
He wouldn't need, or want, to drive anywhere, so the mpg wouldn't be as much of an issue.

I get on a forum for a given vehicle I'm considering and see what the folks who own them say

If this is for someone else as a steel tent then only you know their mechanical capabilities and what they need. If this is for you and you are interested in it then just go make the offer.  Depending on your driving distances, 8-9 mpg city is quite a hit, a cargo van with basic outfitting would likely be better, just depends on how much comfort is needed.  Watch Bob Well's newer videos about the choice of a cargo van vs an rv - he says its all comfort vs cost or something like that.
