Yes, the chain tension is what gives both sway control and weight distribution.  The tighter the chain, the more of the tongue weight is distributed onto the three axles.   You want the tow vehicle and the trailer to be level in relation to one another.   

IIRC, I had mine set up so that if I had five threads showing past the nut on both sides, it was properly tensioned for my trailer/TV setup.

Ding, DIng, DING!  

I now get it   :)   Once the weight is correctly distributed across the axles record the number of threads showing past the nut.  When reconnecting use the same thread count and the weight distribution should be correct.  Awesome :)
