I am replacing trailer axle with a brake axle and I have two white wires on axle. Is one for trailer plug and one for brake away  controller.

the wires coming from the trailer drum do not care where they go. one goes to ground the other goes to the hot for the trailer brakes. it doesn't matter which goes where as far as the wires coming out of the drum. highdesertranger

The breakaway controller gets wired into the powerline for the brakes. It is designed so that if the trailer seperates from the vehicle the battery will give power to the brakes. Like HDR said the wires coming out of the brake hub are not polarity sensitive. They just power up a magnet inside of the brake housing. The magnet doesn't care which way the electrons flow.
