First, I want to say that this is a true story. No joke.

Like many, I reversed the front passenger seat in the van. Of course, it is not safe to transport anybody in it, since the seatbelt will no longer latch correctly.

Today, I took the van in for a state inspection. It failed. Why? Because the seat belt doesn't work! I told the inspector the seat isn't meant for a passenger. He said it doesn't matter. I asked him, "Well, then, what if I removed the seat altogether?" His reply: "You still have to have a working seat belt." "What if I removed the seat, installed a battery box and removed the seatbelt?" "You still have to have a working seat belt." I asked to see the regulation. He showed me the book with the state reg in it, which addressed seatbelts (can't be frayed, must lock properly, etc.) but didn't address "no seat". They failed the inspection and told me I could turn the seat back around or modify the seatbelt so it will fasten, even if it doesn't safely restrain the passenger (which it won't, with the seat facing the rear). I still had to pay for the inspection ($28.75) and could return within 15 days, with corrections, without another fee.

This van has passed inspection in its current condition before. The place today was called "Sticker Stop -- State Inspection in 10 minutes". They ONLY do state inspections. No oil changes, no repairs. Just inspections. I then went to Jiffy Lube and it passed. They did ask me why it had failed the inspection earlier (damn computers -- it showed that I had it somewhere else and had failed, less than 30 minutes later). I told them it was a bad windshield wiper that I had replaced (true) on the way there. I did not mention the seatbelt issue.

Moral of the story -- go somewhere that is busy and counts on high volume, where state inspections are secondary to their main business.

Meanwhile, I paid twice for the inspection. I think the Sticker Stop guy was wrong, since the book didn't address the "no seat" topic. He was reading the rules, word for word, and following it to the letter. But it was worth $28 to me to not have to turn the seat around since it's too heavy and bulky for me to do alone and I don't know anybody to help in my current location. Then reverse it again for my use and comfort? Not gonna happen.

I hate dealing with government regulations! Hate it, hate it, hate it!

And now...I think I'll go do my taxes. I suggest you all scatter to your bug out bunkers. This is NOT going to be a pretty sight.
 
NM does not have state inspections but the Roswell MVD (NM is backwards) is a nightmare. It's a cross between the Twilight Zone and a bad version of "Who's on First" routine.

I not only already filed my taxes but I already got back my Fed refund (thank you turbo tax) and I even got back my NM state refund (yesterday). :p A fact I find amazing since last year I filed before the deadline and didn't get my NM refund back until the end of Sept. Only reason I waited as late as I did was I didn't get a W-2 from a second job I held one month until the beginning of Feb. I make so little that I get back everything I paid in and then some. Somehow I qualify for some low income thing according to turbotax. Who knew that a family of two could make $18,000 a year and still get everything back and then some. Not me! Should have used turbotax years ago. And I don't end up screaming trying to figure out some convoluted requirement for a deduction.
 
You said taxes? Years ago I filed my taxes on time and the IRS sent a letter saying instead of $800 or so in refund I owed about $130.00 and if I didn't pay up they would do everything from take my house to my bank account to my vehicle. With it being a particularly bad time in my life I was ticked off and sent the letter back and addressed each of the things they threatened me with. I said the truck dont run, the house needs a new roof so you can have it and I dont have any money in the bank so seize the account. Weeks later I got another letter that said I was getting an additional $200.00 or so back on top of the $800!!!!! What the?

They can't disqualify you for something that doesn't work....if it doesn't exist!!??
 
For address I am registered in NJ. Safety inspection has been dropped. When they did inspect, if the vehicle came with belts it had to have the belts. They still require emissions test because of the bad air coming from west of NJ. While out of state I don't inspect. But can get a ticket if caught coming back into state with expired sticker.

you would also have to remove the seat......if it holds a passenger, it must have a belt.
 
Just got mine today, he did it in about 60 seconds while i idled in the street. Love it. I also used a half roll of aluminum tape covering all the rust holes...here it counts. Lol. In maryland inspections are lucrative extortion rackets. They put it on a lift and fine tooth it...and you always pay for a headlight alignment even if the car is new.

It was 75 just for them to look at it..like 10yrs Ago. Here in wv its 20 bucks or so today.
 
I specifically asked him, "What if I just remove the seat?" I carry tools and I was prepared to just remove the seat and toss it into the back right there, on the spot.

His response, "You still have to have a working seat belt."

I asked him, "If there's no seat, why does there have to be a seat belt?"

His response, "You still have to have a working seat belt."

How can one argue with people like this, who are so unable to use their brains and have all the power. They just follow the "rules" as they are written (and since they're government written, we all know how clear those rules are).

are you in texas? if you are then he is correct it does not matter if there is a seat or not the seat plays no part in it if the vehicle has a hole for the mounting of the seatbelt it has to be there seat or not, i know it does not make sense but it is what it is.
here is the inspection procedure for seat belts in texas.

Inspection/Rejection Criteria

20.23 Seat Belts. Front seat belts are required on every motor vehicle in which front seat belt anchorages were a part of the manufacturer’s original equipment on the vehicle.

Anchorages defined: A seat belt anchorage consists of a threaded hole in suitable structure to receive the seat belt attachment fittings or a circular pluck which is welded to the vehicle chassis. Self-treading bolts are inserted into the pluck to form the complete seat belt anchorage assembly.

1. Inspection Procedure. Inspect front lap seat belts for frayed, split, or torn webbing; malfunctioning buckles; and loose or damaged anchorages or floor pan. Vehicles originally equipped with automatic seat belts (shoulder belts) without front lap seat belts will have the automatic belts inspected.

Front lap belts only will be inspected in all other vehicles. The ignition seat belt interlock system is not an item of inspection.

2. Inspect for and reject if:

a. Front lap seat belts are required and not present.

b. Seat belt webbing is frayed, split, or torn.

c. Belt anchorages or attachment fittings are loose, badly corroded, missing, or not fastened to belt.

d. Belt buckles loose or inoperative.

e. All seat belt anchor bolts are not securely fastened to floor or are missing.

f. Pelvic restraint is not present.

g. Seat belt will not adjust to allow proper fit.
 
That is why Rural Missouri will be my home base.

No smog laws on my 91. (I keep it tuned for optimum performance, therefor clean anyway!)

Basic safety laws. (For $11 I get a professional going over my van and letting me know if there is a problem.) Nothing on the inside!

2 year plates for $56.
 
Most states that have inspection its run by the state police, I know in N.C> when I was an inspector, the state's would send a nice looking woman to the shop with a car (someone elses name on the registration was always a tip off) to have the car inspected, it always had stupid shit obiously removed to make sure you where paying attention, so that is why when most places see something weird like a seat turned around or what not they are picky. Don't blame the shop, the get busted in major bucks in fines along with revocation of your inspection license
 
Or make Florida your residence state and don't worry about an inspection. They got rid of them back in the 80's. And no income tax either.
 
I have found the key to dealing with this is to just move on to the guy who will put the sticker on. I got screwed by a big truck shop who wouldn't put a sticker on my old diesel motorhome. They refused to do it, since the muffler had been replaced by a straight pipe. Charged me $100 to fail it, saying "it looks great overall, but company policy is that we can't sticker it without all the factory emission systems intact. We can put a muffler on for $900" ( the muffler costs $119) I discussed the issue with a mechanic friend of mine, who had a state inspector's license, but not a heavy truck classification. He told me that the shop was FOS, and called the state to confirm it.

When I sold it, the dealer refused to take it as a trade, since it didn't have a sticker. I explained the muffler issue and they agreed to ask their local guy if he would sticker it. This guy charged them $60 to tell them that it's great, but he wouldn't sticker it unless they paid him $340 to install a muffler. Finally, I found a place that stickered it for $45, and told me flat out, "anybody who is failing this thing is looking a nice pay day for putting an needless muffler on. There is no state requirement for one on a vehicle this old and heavy".

When I was a kid we had state inspections twice a year. It was nothing to show up as a pimply faced seventeen year old and watch the service writer get a big grin, just knowing that they were going to screw you. The fun was the disappointed look on the scumbag's face he presented the estimate for a few hundred dollars in "required work". I would just smile and say, "thanks anyway, I'll take it someplace else". Guaranteed that there was somebody down the road who wanted to be sure that you had a safe vehicle, but not looking to make a killing on silly little B.S like a worn wiper, or a spot of rust.
 
And if that fails there is the other OTHER guy in bad part of town who won't even look at it before giving you a sticker for couple hundred lol. My first 2 cars went that way..
 
Some states finally did away with inspections after there were so many complaints about shops that ripped you off. Yay!

@Westriver: Was that Virginia? I used to live there and had to deal with that mess.

or Southern Oregon too.

Portland still checks emmissions.

Medford (in Southern Oregon) has emissions checking. Idle-only, unlike Los Angeles.
 
I kinda like state inspections.......there are to many on the road with the mentality that if you can register it you can drive it...safe or not.....

its kinda like NH...they have state inspection yet they dont have mandatory insurance....so at least you know most of the I d i o t drivers without have brakes that work!!!!
