In the aftermath of the Paris Attacks, there seems to an ongoing public re-emphasis of the If You See Something Suspicious, Say Something campaign.

I'm guessing this will lead to more knocks on the van door in the middle of the night.

Frankly, want to see lots of cops? Leave packages everywhere, make some that'll smoke and such. I can PROMISE you that the entire area will be SHUT DOWN till they investigate.

The Gestapo, Stazi and KGB/GRU wish they had all the nifty nozy-parker toys the DHS and NSA squirrels have.  Cameras are so cheap now they are EVERYWHERE.  They see far more than is healthy for a "free society".
