Well, those are the slots the prongs fit into , but, yeah, you got it.It does not appear to be a standard cig lighter plug, here are the two prongs zerpersande mentions.
If you look closely you can see that those slots are on the end of a male connector. That connecter has threads on the outside.

Yeah, that could be. I thought it was going to be an easy, quick task to lock because of those instructions. Nope. The external male plug has a freely rotating sleeve with threads on the inside. You have tonscrew the outer sleeve on in order to lock it. Between 10-15 turns. If you can do this without breaking something, the connection isn’t going to work loose.My guess would be they just used the same plastic housing as a standard plug, which is why the twist to lock is written on it.
