Looking For Least expensive Post Paid ATT or Verizon

Received an Apple Watch for holidays. My research says the cellular, 911, Help I've Fallen call, functions will not work on any reseller or even prepaid from ATT, Verizon, etc. So am looking for the least expensive Post Paid plan from either Verizon (preferred for my needed coverage) or ATT. 

Use very few minutes or Text as have a hotspot for all that. Can qualify for most discounts. Old, government, AAA

Am a hour from the ATT, Verizon stores and they are not the most informed IMO
