I think you're on the right track. I live on the Ohio River and have thought of finding a small (very small) barge that I could pull my rig onto. With an outboard I could travel on the water and pull off at any boat dock and travel in the Rig while the barge is docked. Kinda like a hybrid shanty boat. So don't be afraid to pursue your dreams.
