The image of a toilet on wheels is scaring me, think I'll have nightmares tonight just thinking about that.  -crofter

I textured surface you won't get a really strong bond with the 3M tape.
1 1/2  year ago I bought a 7/8''x60 yd roll (only used about 15' so far) instructions say clean & prep (remove oils & contaminates). Haven't had any fail on me yet.
Clean with rubbing alcohol you'll be fine, if still not sure find some fine grit (200 or finer) scuff then clean surface & stick.

That is why I used inline wheels that do not swivel. My toilet seat access means that I will sit down on it at 90 degree angle to the direction the wheels roll. It won't slide out from under me when I sit down.  As it rolls out of a cabinet into a 2 foot wide aisle the only way to sit down is at 90 degrees from the direction it rolls. It can't get away back in or out of the cabinet without a little extra push and the flooring is non skid microdot made for use in aircraft galleys where they don't want heavy food carts to accidentally roll away and crash into the exterior walls of the airplane.

I think all these things through in the design phase. Analytical thinking becomes habitual after spending a lot of years doing it. Of course my RV is not moving when I am parked somewhere, I think I am safe enough, no nightmares at all about it.
