A possible problem in Tucson could be the wealth there, so stealth campers may be 'leaned on' more heavily than other places. Park in a really wrong place and you might be surrounded by a SWAT team. The last time I was there, it was as smoggy as Los Angeles -- probably because it seems to sit in a kind of hole. Winter might be different, but temps drop to the 30s & 40s.

But outside town could be fine. FreeCampsites.net shows several useful ones.

Captain Obvious here; if the sun is too bright in the desert, why not just wear sunglasses?
 
Tucson was the next place I was thinking of.... it's starting to look like Blythe is te target... at least I know the area... and they have a Albertsons... which are part of the safeway store line.... so a job there is a fair possibility.
 
I love Blythe. You can camp in arizona or Ca, lots of boondocking and its a short drive if you get a job.
