And why can't I get rid of it?

The online forums say it is everything from battery draining bloatware to an integral part of Samsung programming.

It pops up on the Applications screen of both my tablet and my phone. When I tell it to End, it refuses to do so and comes back in seconds
 
Asked the tech when I got my new Verizon phone. It seems to be bloatware loaded by Samsung with their factory software and you can't disable it or remove it. Normally, it sits quietly in the background. Sometimes, various updates will wake it up and it shows up as an active app. If you go through the apps manager (all), you can deal with it.
