That is how VA compensation for injury is done.

Well it should be done according to time served too. jmho
I wish the whole world or at least our country worked that way, at least for the welfare, or SSI, or even the Black Lung benefits were done that way, instead of awarding a big lump sum to some and some/most others don't get anything, whether they worked for what they have or not. JMHO again.

VA compensation for injury has nothing to do with duration of time in service. It is not earned income. It's compensation for an injury while serving on active duty. Why would you want to deny anyone serving our country the compensation they might deserve just because they weren't active for the required time?
Your car insurance will still pay for your injury in an accident without a stipulated waiting period. If you slip and fall at Walmart and sue for a back injury, you're not required to wait a certain amount of time, or to have shopped there x amount of times.

VeteranAid.org offers detailed information on a veterans’ pension
benefit called Aid and Attendance (A&A). If veterans require assisted living care in a community or at home
this particular benefit can help them afford that care and we give them the
information they need to apply for the A&A benefit themselves.

Aid and Attendance has one under Pension and one under Compensation.
If you have never filed before with the VA, you need to let them know if you are filing under Pension, or Compensation. (so, you'll have to fill out both 527EZ and 2680 OR 526EZ and 2680 if filing under compensation)

Pension application is VA Form 21-527EZ here: https://www.vba.va.gov/pubs/forms/VBA-21-527EZ-ARE.pdf

Compensation application is VA Form 21-526EZ here: https://www.vba.va.gov/pubs/forms/VBA-21-526EZ-ARE.pdf

Aid and Attendance application is VA Form 21-2680 here: https://www.vba.va.gov/pubs/forms/VBA-21-2680-ARE.pdf
