The knuckle-dusters? They're to protect your hands and pack a more dangerous punch.

Here in WA State, they're illegal to possess, sell or manufacture, and can result in a $1,000 fine or a year in jail. In other states, they can be legal, or legal with a permit, or simply illegal.

If that's Arizona or Texas, they're legal there.
 
Not USA at all, the tell is that the dude has an AK weapon, he's somewhere in the so called third world. Some place where they don't get their weapons from NATO.

Somewhere where the usual rules of western civilization don't apply.

Google Image identifies the image as Taliban. It appeared on bbcnews.com in an article about Afghanistan.

Recently, the Taliban acquired a large number of USA AR style weapons, and images show units of Taliban, where some carry AR style (M4's) and others are carrying the traditional AKs. The different weapons use incompatible ammo, they can't just grab ammo from each other, not at all convenient in an extended firefight.
 
He is identified as a Pakistani soldier at the border between Afghanistan and Pakistan.

The full image has two men at a border crossing, and the caption identifies one as Pakistani, which would the traditionally uniformed soldier, and the other in civilian dress as Taliban.
