A cellphone and laptop are typically two very different power draws. "Small thing like a laptop" spoken here often means "my 250w gaming or video editing laptop". OTOH, a small chromebook might pull smartphone-like wattage.
if you drive daily (like to work or school) it might be easier to charge devices off the 12v ciggy port while driving
batteries are rarely sold with panels, with the exception of small power bricks suitable for phone charging
very small solar setups tend to be crazy expensive by the watt
If you can't charge off the ciggy port (#2 above) a small solar generator with pass-through charging might fit your use case. Compare the Wh of the SG with the daily Wh you need.
