Will the RTR be a circus on the first day? 
Would it make sense to arrive on the 3-4th day to avoid the traffic?
 
With the size of a small town coming together, it will be busy no matter when you show up. I recommend you get there early so you can attend all the seminars. You will want to drive around a bit to find where you want to land. If that spot doesn't work, you can move.
 
There's sort of an orientation the first day which is good for first-timers.

I usually come a couple of days early to get a better choice of spots. Then I leave a little early. Veteran RTR-ers often start drifting away the last few days since they aren't there for the seminars anymore. They come for the social aspect and once that need is satisfied they head out. Other people leave early because they're dissatisfied with the experience in some way. So between early arrivals, late arrivals, early leavers, people who pop in and out several times, and those going for supplies there's a lot of coming and going.
 
Try to get there during daylight hours. Trying to find a decent spot to park/camp after dark can be a bit of a challenge.

 Part timers and working attendees often come for the weekend or a few days during the week. People move around to different spots or to camp with friends. The desert is huge and you will be able to find a spot that suits you no matter when you arrive.
 
Given there will be 5000 or more people there, it'll probably be a circus everyday. One somewhat rough road in and out, people coming and going to town all the time.
