Post Office Charged Me for General Delivery!!!

Yes, Canada Post does the same. When a FedEx or UPS package is going to some small rinky-dink town that they don't/won't deliver to, then all bets are off on delivery time and they hand it over to the post office for delivery but it's under a contract arrangement.
 
I've paid one time for delivery of pkg at usps....I got two pkgs the same day from different shippers...one had contract, with usps, the one I paid handling fee for did not...I don't think there's always a way to know ahead of time unless one knows to ask...
 
The US PS cannot by law handle or deliver any package without postage paid. Fedx has an agreement to carry USPS packages. In some areas UPS has arraignment to pay USPS for weekend deliveries.
