Im building new shelving in my van and using water base paint -

the water base paint available now are some amazing stuff -
 the grip strength and fast dry times are surprising -

Defiantly have to wear gloves  now because the paint
wont wash off with water like the water base paint of a few years ago -

Dry time till completely dry is still a couple of days but the dry to touch
and dry to handling is very fast - in warm temperature as little as 20 minutes

Wearing gloves is real important because just washing up with 
water does not really work anymore -

I having to scrub skin with a brush even when just having 
paint on me for as little as 2 minutes  -

paint im using now is Behr Premium Plus -
primer and paint in one - purchased at Home Depot

the first set of shelve I built I used paint from Lowes
and was not happy with that paint because it stayed Sticky for months -
I finally had to paint over it with another brand of paint to 
stop the stickiness --

(One good thing about the stickiness was it kept stuff
from sliding around on shelves -- but it bugged me ) 

Changed all my shelves to Slanted style - 
was harder to build but worth it because my stuff stays in place -
 Much better than flat level shelves in a van-- Jay
 
I like water based paint, but it's hard to apply evenly on slick, non-porous surfaces. You need to sand first.
 
I use it in the opps form from Home Depot , I think I paid $30 for a 5 gallon bucket and it works really well but like the post above states it sticks better to rough surfaces, I've had the acrylic water baised house paint on my trailer for several years with no problems.
 
Try putting a little cooking oil on your hands for clean up
