I need advice on the beurocracy

Hey all,
 I have an Ohio driver's license, and am currently homeless in Seattle area. I have the money to buy a van, but not sure how to buy a van here with out of state DL and no permanent address.
Any suggestion?
If this is possible, ill also neen guidance on insurance.

Btw, im not planning on going back to Ohio, unless it's absolutely necessary.

WA DOL has a form for address exception where you can state you are homeless for DOL purposes. I have not done this, found that using a mail service was more convenient. Here is a link to their form, goes to a download.

Not sure about WA specifically, but Escapees offers memberships that provide a physical address in Texas, Florida, or a 3rd state if I recall. Also, Facebook Marketplace is proving to be a great source for vans and gear - at least on the East Coast.

The third state is South Dakota. A good choice for many.
 
As for the OP's original question. You don't have to be a resident of a state to buy a car there. You can be a resident of any state and buy a car in any state. Highdesertranger
 
welcome to the forum! hang in there brother as i have wanted to move to Seattle many times but stuck now in much less desirable place. 
should have went for it a long time ago :(
