I live in Spain in a converted train wagon, I rescue and rehome dogs and cats.

I have been having issues with our solar system  :huh:
We currently have
 3 x 120 watt panels 
2 X 12v batteries and just brought a blue solar control 100/50 
The blue bulk light continually flashes is this normal?
Need help advice please
 
It should stay in bulk mode until the battery voltage is high enough for absorb mode.  At that point the battery voltage should be held without going higher.  

What is your battery voltage?  You should measure that at each battery on the battery not the cable.  You should also stick the volt meter probes into the screw holes on the controller to measure the voltage there.  The two batteries should be the same.  When the sun is shining the controller should be higher than the battery.  That amount depends on the wire size and length.  A half volt is a lot.  Shorter fatter wire might be necessary.

If the voltage is less than 14.4 at the controller the voltage is below the absorb level.  Bulk is correct.  It should go higher and change to absorb.  If not there is a problem.  What load do you have connected to the battery?
