Would a bike rack be a dead give away for vandwelling? I like the idea of a bike, but don't know where I'll be dwelling.

Yeah, it would. 
Plus someone may have a reason to try to rip it off, even with bolt cutter-tools.

No, not necessarily.  It just means that there's a parked van with a bike rack and bike on it.   The problem is that your bike is a) more subject to theft, and b) left in the elements to rust, and grind its bearings into dust.  

I'd recommend that you find a folder and store it inside the van.
