Eugene, Oregon provides a car camping program managed by St. Vincent de Paul.

Berkeley and Mountain View should try this, rather than just making vehicle dwelling illegal. It is a huge humanitarian issue. Thanks to St. Vincent de Paul and Eugene for coming up with a workable solution.
