Define "Vandweller!"

I am searching for a good definition of a "vandweller"... that is positive in nature.  Katie Twoknives wrote one I liked a long time ago, but I can't find it.  So I am just tossing this out to see how newbees define it.
 
I found this post from Katie where she agrees with Ron's definition.  It sounds great to me!
