For Florida, trying first researching the concept of "antiquated subdivisions", and second, try finding them. Many in the north central / north part of FL.
Lots of Craigslist ads in FL for cheap-ish plots are actually in these places. Most of those are being flipped quickly by questionable real estate speculators, regardless of the actual usefulness of the property. Probably bad for someone intending on building a normal house. Might be OK for a vandweller.
However, the bigger limitation that I found is that the true locals lost the regulation battle to the retired snowbirds nearly statewide, and now nearly every place has a HOA, and the counties, which used to be rural-minded, have tightened the screws down so much that in most places, you can't stay on your own rural property in an RV for longer than 60-120 days a year, etc., and for that even, you need a permission slip from the county. And if you want a power pole, sometimes you have to install a well and septic, and in some counties, that can only be done as a prelude to building a real house. There are ways around some of the restrictions, but it usually involves buying a parcel 5-10 acres in size in the most backwoods county/place you can find.
However, with 67 counties,
FL is crazier in that additional way also. Probably a gem or two hiding in all of that "diversity" if someone really wants to dig.
