1 ) I've acquired a 6' x 4' mock solar panel from
a company throwing it away
.  Can this be altered to be fully functional ?

People buy these for display purposes /
mock up designs etc.

It weighs about 75 lb.

Your "mock solar panel" could be a partly-functional reject, or may be totally useless. Does it have connections? Do they produce any voltage in sunlight?
 
Can you post a picture of the back of it, also a ID tag if it has one.

The term MOCK usually means fake.
 
The man I got it from says it needs to b wired up.
I think he was implying 50/50 chance it can b functional.

I’v been dealing with health & car insurance issues lately.
BTW never put a heavy storage crate above your car in the garage.
I made the mistake of moving the crate & it fell on my beloved car . .
