After having 3 solar panels found to be broken on delivery (3 out of 5).  

I am wondering.   I plan to have them mounted to racks.  With about 2-3 inches of clearance to the roof (keep the heat down).    But...it now brings up the question of...can the wind catch and flex these panels causing them to shatter?  

They are 77 inches long.   40 inches wide.

I plan to have two racks 80".  One at each end.  Then mount the panels side by side.   
I figured this would be only 6 mountings on the roof (instead of 8 or more mounted individually).   Does it make sense the use more than 8 brackets to connect to the racks?

Is this not a concern?
 
I doubt it is a problem. Thousands of full time RVers have never had an issue with breaking a panel as long as they are secured correctly. I'm guessing that your panels were broken in shipping by the carelessness of the handlers and they were dropped or something. I do plan on putting a small wind deflector along the leading edge of the panels on my roof, just as a precaution.
 
Impact on the face, or heavy twisting loads occur in transit that are rarely encountered in use.

Baseball hail and tornadoes withstanding.

I wouldn't suggest skimping on the mounts but as long as they are securely mounted I doubt you will have any issues. My roof panels have 6 mounts per panel. The big one on the truck has four.
