Small rechargeable lithium batteries

I bought a small Opolar fan (very nice gadget by the way) which runs on USB and/or rechargeable batteries. How do I tell when the batteries are full or when they are running low and it's time to recharge? Do these batteries know how to protect themselves?

Or am I worrying too much? I'm told that either overcharging or undercharging will kill a rechargeable lithium battery.
 
if the manual does not tell you the approximate recharge time then write to the company.  By the way they make more than one model so no one will be able find relavent specifications without a model number. But from what I could see on the website that hosted some reviews the recharge time is not mentioned for any of their products.
