Exactly. For the price of a years worth of rent at CAD$1000 they can buy a nice, reliable, comfortable used van/small RV at a dealership next business day. Vancouver is bubble town when it comes to housing prices right now. 

Two words for them: Mr. Buddy.
 
Not too sure how well a buddy heater would work in the -15C range...I'd debate running it at 9K instead of 4K. Even at $15 a day, it's cheaper than $1K a month rent.
 
When I run mine for a long time at 9000btu (say over 30min) it is quite difficult to adjust the handle, like it is binding up. Not sure if this is a problem for anyone else.

Insulation
Good sleeping bag
Eat before you go to sleep
Put a hot water bottle in/near your bag
Run heater/allow for ventilation
Thermal underwear
Fuzzy hat
 
What I don't understand is why the shivering vandwellers don't run heat except when running the ending. Maybe they're trying to save every penny of their paycheck from working the ski resorts. Or they simply don't know about the Mr Buddy.
