Apparently you don't need the gizmo for a Dodge
On Ford and Chevy you have to jumper the pins in the OBD port
The gizmo I have is basically a flat piece of metal with prongs in the appropriate locations to do that, you still read codes at the MIL
 
I've got a 1994 Chevy with a TBI. So, I've worked on it a lot. I assume there's some technology similarities so I'll share what I know.

High Idle: There's a MAP (manifold absolute pressure) sensor that monitors the vacuum beneath the throttle plates on the TBI. When you push on the gas pedal (throttle plates open) the manifold pressure drops. The MAP sensor reads the condition (lower manifold vacuum) and electrically tells the computer which tells injectors to spray more gas. A vacuum leaks (lower manifold vacuum), from the computer's point of view, look like you're pressing on the gas pedal. On a TBI, a vacuum leak results in high idle.

Surging: This happens when manifold vacuum is too low at idle. The computer reads this as a load on the engine. Tells the injectors to spray more gas. RPM comes up and so does vacuum (engine is an air pump). MAP sensor tells computer, Computer tells injectors to slow down.

Computer Modes: The computer runs in two conditions, open loop and closed loop. In closed loop it's reading the Oxygen sensor and making smarter adjustments with the engine fuel mixture (running leaner getting better mpg). In open loop condition, it's getting it's information from data tables. Open loop happens when the engine is cold (until it warms up) or when the engine has thrown a code. I'm guessing your computer is running in open loop condition. In open loop condition, it may run bad but it should still run (given there aren't other issues).

On the TBI there's probably an IAC (Idle Air Control Valve). The purpose of this valve is to regulate idle. For example, when you put on the AC the IAC (computer controlled) compensates for the extra load maintaining idle speed. It may need to be cleaned or replaced.

You probably have an EGR (Exhaust Gas Re-circulation) valve. It should only open above idle. It can get stuck or full of carbon causing the condition you describe. It may need to be cleaned or replaced.

You can check your injectors by taking off the air cleaner and while idling look at the spray pattern. You should look for vacuum leaks, check PVC valve, Air Cleaner, Spark Plugs (and wires), Distributor Cap & Rotor, Electrical Connectors, etc.

Other stuff: My truck hates platinum spark plugs (I don't know why). The old fashion copper (what it came with) plugs work best. It was made before they started adding methanol to gas. I think gas is a lot different now. I can get it to run pretty good, but have never gotten it to run really good at idle.

There's a few other things it can be. But, these are the things I'd check first. It's a simple system but hard to figure out at times. Hope it's something simple. Good Luck!

Margie,  What town are you near.  This is to do a parts and equipment search.
 
Where those things in the middle the one on the left but didn't do it again when I rechecked under the doghouse.
 
One of the codes it is giving off is not in the list.   :s  I am sure it was read right.  Sometimes computers get confused.

I made some phone calls, and ORileys in Longview has the electronic tester and will check it for free.  The plug in for the tester is under the hood to the left of the AC on my van.

If it is the black things in the middle of the unit, (Fuel injectors) sometimes they do get moist.  Fuel system cleaner will help, but it sometimes takes a tank or two.
