So, I'm coming in tomorrow afternoon. Where do I go to get my permit? And will I just see where the main campfire/seminar area is as I come in?

AFAIK, when you first pull into the RTR site, there will be signs directing you to where to get your permit. This is in accordance with the video's and what has been posted here. If you are not staying at the RTR site, you will need to get your permit at a host site. They normally fly an american flag.
 
Because of the government closure permits are not required for 14 day BLM land. If you are camping at the RTR site Bob has a special permit and a 14 day permit is not required, however, volunteers who would normally be insuing permits to each RTR attendee (free) do not have the paperwork so they are just taking information.

 The volunteers are at the main entrance. The fire pit and stage is on the right after the first wash. This is also he handicapped camping area and day parking lot. Camp in the area on the left or continue down the road for more camping areas and the music camp area.
