Cant afford my original plan of a rack, so i bought the z mount kit. It came with self tapping screws to attach to roof and bolts for panel to mount. Are screws sufficient to hold the panel on at highway speeds? I already have the cieling put up inside so if it is then that will make things easier.
 
Do you have a link to the mount kit? Is this for a solar panel?

My panel is mounted with self-tapping screws holding down 6 L-brackets. I cleaned and dried the area, applied liberal amounts of exterior grade silicone glue, then screwed them in with self-tapping screws. The panel bounced a bit when I just had the 4 brackets on the sides, but I added two in the front and it's solid now through 2 years of rough driving. I did it this way because I needed something I could do quickly in a hardware store parking lot. I never intended it to be permanent, but it's working well enough I haven't felt motivated to replace it.

The glue doesn't add a lot of strength - it's more there to keep the screws from working loose and to keep rust from forming in the hole.
 
I'd be more inclined to use bolts just for piece of mind. Get them just long enough to go through the headliner and drill through it all and use wide washers to bolt them on. It won't be pretty but it will last forever.

Although it sounds like what Reducto did is working perfectly and was easier. It's hard to argue with success!!
