Mail Drop Address

I'm sitting here doing some research about why it is illegal to have no fixed address and I came upon the <a target="_blank" href="http://www.doj.state.or.us/releases/2007/rel032107.shtml">case of Denise Harden</a>. I've read of folks using mail drop addresses. They don't say what, if anything, happened to the folks who were using her address.<br>
