Is this van a diamond in the rough?

This is 3.5 hours north of me. The ad is in French but there's a translate feature below it.


I’ve been watching this one. It’s come down from $4 to $3,000CAD.. 
Rust on one rocker which isn’t an expensive replacement. And a quick Google search on the stabilizer bar replacement isn’t a huge expense either. 
 
What do you think of this?

140,000 miles or 220,000 km on a diesel is nothing. Interior looks clean. Is the rust a concern? Of course.

$3000 Canadian or $2400 U.S. (just looking at this if I was here looking).

Rockers aren't that hard to replace and they make replacement rockers which makes it even easier. If it was what I was wanting I'd consider it. That said, you have to decide whether you can handle rust repair or not.
