Probably the intent of the owner is the same as the owner of the van with “FREE CANDY” on the side!

Looks to me like the owner meant the van to be free for the taking, but some wiseguy came along and wrote "Ammo" underneath. I'd have written "Target", given what shape the van appears to be in.
