does this (0.85A) seem right for two 100W partially shaded panels on a foggy day?

I can't make out what you have the meter set for the pic is to blurry.

However see that shadow on the panels, that will kill any output from the panels.

the panels must be in full sun to test. it's nice to know what they put out when it's over cast but really doesn't tell you anything about if the panels are working.
