WD-40 is terrible when used as a rust penetrating fluid. It's a water displacing solvent. While it has a brazillion awesome uses, it's awful at loosening stuck hardware. Try something made to loosen rusty stuff like PB Blaster or the best stuff out there, Aerokroil. A few drops of Kroil and waiting a couple of minutes will change your life.
