I think you may be getting the Rubber Tramp Rendezvous and HOWA mixed up. The RTR was started in 2010 by Bob Wells and even though it was rag-tag and unorganized Bob still had a need to protect his image and the RTR name so he would not have wanted anyone to fly an RTR flag at other gatherings...
