I am not going to tell you not to mount a water tank in that location but I have ripped two spare tires right out from under 2 different trucks when they where mounted there. highdesertranger

HDR is right.  A safer place, often used by people building 4x4 overlanding rigs, is between the frame and the outside sheet metal, between the front and rear wheels.
