Don't you have to have an address to get a drivers license and a post office box? I'm trying to put all this together and figure out how to do this... It seems government has made it difficult to do anything without an address.

many mail services ARE an actual address. You enroll and use their permanent address as your address for everything that requires an address
look up mail services and you can get more info.
Make sure that the mail service address will be acceptable to the state DMV, before committing funds.
South Dakota, yes, at this time.

^^ As I understand it, some of the maildrops now get around the Real ID and Patriot Act requirements by renting you an actual RV spot, which serves as a legal residential address.
It should also be mentioned that maildrop addresses can also lead to issues with the insurance company. Back when I started out, I tried to register my vehicle to a maildrop in Florida. I didn't have any issue with the state, but the insurance company computer ID's it as a maildrop and kicked it out. Insurance companies want an actual residential address because they want to know where the vehicle is going to be parked--that is part of what determines your rate.
I ended up establishing legal residency with my sister in Pennsylvania and registering everything there.
